<p>The City of Enderby is inviting all residents, including Area F (rural Enderby) residents, to participate in the 100 Radon Test Kit Challenge.  This program provides free radon test kits to residents.</p>

<p>The City of Enderby has implemented land use regulations and enhanced health and safety requirements related to the use and siting of shipping containers.&nbsp; These measures are intended to preserve public safety and protect the form and character of neighbourhoods.</p>

<p>There is a grace period until January 31, 2022 for properties with shipping containers, which is provided to give property owners time to adjust, if necessary.  After the grace period ends, proactive enforcement will begin for shipping containers that are contrary to land use regulations and/or health and safety requirements.</p>

<p>The requirements are different for residential zones than commercial, industrial, institutional, and rural zones.</p>

<li>May be used in a residential zone only on a <em>temporary </em>basis:<!-- wp:list -->

<li>30 days if used for moving purposes;</li>

<li>30 days after final inspection of a building or structure for which a Building Permit has been issued, if used for construction storage; and</li>

<li>Only one temporary shipping container may be located on a property if used for moving or construction storage purposes.&nbsp; There is no limitation on the number of temporary shipping containers for emergency purposes, but they may not be stacked.</li>

<h2 class="wp-block-heading"><strong>Shipping Containers in Commercial, Industrial, Institutional and Rural Zones</strong></h2>

<li>May be used temporarily in commercial, industrial and rural zones, subject to the same requirements as residential zones.</li>
<!-- /wp:list-item -->

<li>May only be <em>permanently</em> sited in the following zones:<ul><li>Industrial (I.1, I.2);</li><li>Service Commercial (C.4);</li></ul><!-- wp:list -->
<ul><!-- wp:list-item -->
<li>Country Residential (C.R), if the principal use of the property is civic/public service, intensive agriculture, or limited agriculture; and</li>
<!-- /wp:list-item -->

<li>Assembly, Civic, and Public Service (S.1).</li>

<li>There is a minimum separation of 6 m (19.69 feet) between the exits, windows or unprotected openings of any other building or structure and the shipping container;</li>

<li>It is not located between the principal building or structure of the parcel and the front lot line;</li>
<!-- /wp:list-item -->

<li>It is located at least 3 m (9.84 feet) from power lines; and</li>

<li>The container doors face away from any other building or structure.</li>
<!-- /wp:list-item --></ul>

<!-- /wp:list-item -->

<!-- wp:list-item -->
<li>Where flammable or combustible liquids are stored in a permanent shipping container, combustible construction shall be removed, provisions for spill containment installed, and the container shall be grounded.&nbsp; Where 1A flammable liquids in quantities greater than 4 litres are stored in the shipping container then provisions shall be made to comply with the requirements for withstanding an internal explosion as per the BC Fire Code, BC Building Code and NFPA 68.</li>

<li>The dispensing of flammable liquids and the storage of open containers is prohibited in shipping containers.</li>
<!-- /wp:list-item -->

<!-- wp:list-item -->
<li>Compressed gases shall not be stored in the shipping containers. Limited amounts of aerosols shall be stored in the shipping containers and only when stored in metal cabinets.</li>
<!-- /wp:list-item -->

<!-- wp:list-item -->
<li>Permanent shipping containers must have the following safety features in place:<!-- wp:list -->
<ul><!-- wp:list-item -->
<li>One ventilation opening must be added within 150mm of the floor in the container door primarily used for opening;</li>
<!-- /wp:list-item -->

<!-- wp:list-item -->
<li>One ventilation opening must be added within 150mm from the top of the container on the opposite end from the doors for cross ventilation;</li>
<!-- /wp:list-item -->

<!-- wp:list-item -->
<li>The high ventilation opening cannot be directly venting toward a structure;</li>
<!-- /wp:list-item -->

<!-- wp:list-item -->
<li>Neither ventilation opening can be obstructed by stored materials at any time and must be kept clear of internal and external debris;</li>

<li>The ventilation openings must be constructed based upon the following:<!-- wp:list -->

<li>Two 0.3 x 0.3 m openings for containers six metres or less.</li>

This 0.065 acre lot came into the possession of the City following a tax sale.  It is suitable for mixed commercial and residential development, and has community water and sanitary sewer connections to the property line.  The asking price is $75,000, but this is subject to negotiation based on alignment with the community vision and innovation.

Development Cost Charges Bylaw No. 1646, 2018 does not change Development Cost Charge rates, but it does update administrative provisions related to the following:

<ul>
 	<li>Clarifying that Development Cost Charges are not collected on secondary suites;</li>
 	<li>Providing the ability to collect Development Cost Charges on multi-family buildings containing fewer than 4 dwelling units;</li>
 	<li>Clarifying how Development Cost Charges will be calculated in "mixed use" zones;</li>
 	<li>Providing the ability to pay all Development Cost Charges by instalments;</li>
 	<li>Allowing Development Cost Charges to be waived for eligible developments, such as not-for-profit rental housing;</li>
 	<li>Providing clarity around when a developer may be eligible for a credit or rebate; and</li>
 	<li>Clarifying when and how to collect Development Cost Charges.</li>
</ul>

No changes to Development Cost Charge rates are proposed nor will be considered as part of this Bylaw.

A copy of the proposed Bylaws may be inspected at Enderby City Hall, 619 Cliff Avenue, Enderby, B.C. between the hours of 8:30 a.m. and 4:30 p.m., excluding 12:30 p.m. through 1:30 p.m., Monday through Friday, excluding statutory holidays.  Those wishing to make public representation will be provided an opportunity to speak to the matter at the March 5, 2018 Council meeting, or alternatively, written submissions may be dropped off at Enderby City Hall or emailed to [email]info@cityofenderby.com[/email].

With a total building value of $10,804,260, Enderby is hopping with new activity to the tune of a 228% increase over 2016 values.

“The building boom is great to see.  I think that what excites me most is that we are seeing development across a spectrum of housing options,” said Enderby Mayor Greg McCune.  “As housing prices increase, it becomes more important that we see our housing spectrum diversify.  We are seeing seniors’ supportive housing, manufactured and modular housing, condominiums, and single family homes all developing at the same time.  That says a lot of great things about our community as a desirable place to live.”

This is a sharp uptick from the 5 new residential units created in 2016.  Many of the new residential units are related to the second phase of Memorial Terrace, a supportive housing complex for seniors that is being built by BC Housing.

“Building activity is hot throughout the region, and it’s great to see Enderby get a piece of it,” remarked McCune.  “While politicians may not be able to sway the larger trends, we have worked very hard at our level to trim our turn-around times for planning applications and open up our land use bylaws to permit more diversity in housing options.  This has included coming up with a lower-intensity multi-family zone that will be less likely to affect the character of existing neighbourhoods and permitting detached suites like carriage houses.  All of this goes toward promoting attainable housing, which is especially important for our young families and seniors.”

While 2017 was a banner year marked by some very large projects, McCune is optimistic about the activity continuing.  “Will every year be as big as 2017?  Probably not.  The important thing is that we have the right fundamentals in place, so that when the big projects come along, we are ready.  Those efforts paid off, and I am thrilled to see so many people investing in our community.”
