Stage 1 of The City of Enderby's Water Conservation and Drought Response Framework restricts water use from May 1st to October 1st of every year. This helps to decrease over-watering, water waste, and the related impact upon public infrastructure.

Remember, just because it is your day to water, that does not mean that you must water your lawn. Check first and only water if it's needed.

Sprinkling is permitted for a maximum of 2 hours per day between the hours of 6:00am and 9:00am and 6:00pm and 9:00pm.

Properties with even numbered civic addresses may water on even numbered days. Properties with odd numbered civic addresses may water on odd numbered days.

Properties with automatic sprinkling systems may water between the hours of 12:00am and 6:00am on their assigned watering days.

Hand-watering on days other than your assigned watering day is permitted providing you use a hand-held container or hose with a shutoff device.

Current Status

The Water Treatment Plant has returned to normal operations and the distribution system has completed a full water turnover.  All water users in the City of Enderby may return to normal water use.

Consumers who chose to boil water may wish to run cold water taps for 3 to 5 minutes to ensure fresh water is pulled through their internal plumbing.

The City of Enderby is providing an update regarding the precautionary Water Quality Advisory that took effect on March 2, 2026. The Water Quality Advisory will be lifted on Thursday, March 12, 2026 at 6:00am.

Current Status

The Water Treatment Plant was returned to service and began serving water into the system on Sunday, March 8, 2026.  This followed reduced turbidity in the Water Treatment Plant’s clearwell, clear results on bacteriological sampling, and additional chlorine testing.  After verifying that the Water Treatment Plant met required safety standards and Canadian Drinking Water Guidelines, it was reactivated.

Lifting the Advisory

The Water Quality Advisory will be lifted on Thursday, March 12, 2026 at 6:00am. This timing allows for the water in the distribution system to fully turn over, ensuring that all consumers receive fully treated water.

Next Update

The City will issue a final notification on Thursday, March 12, 2026 in order to officially lift the Water Quality Advisory.

Precautionary Instructions

Until the advisory is officially lifted, users with weakened immune systems or those seeking additional protection should continue to:

• Boil water rapidly for at least 1 minute for drinking, brushing teeth, making ice, or food preparation.
• Use hand sanitizer after washing hands.
• Use an alternate safe source of water if preferred.
• Once the advisory is lifted, consumers who have been boiling their water may wish to run their cold water taps for 3 to 5 minutes. This will help fully clear water from household plumbing systems.

The City of Enderby is extending the precautionary Water Quality Advisory issued on March 2, 2026. While emergency repairs to the Water Treatment Plant are complete, the advisory remains in place as the City works to transition the system back to normal operations safely.

Current Status

The Water Treatment Plant repairs were completed successfully and the clearwell has been disinfected and refilled. However, the refilling process caused an increase in turbidity (cloudiness) to the clearwell water.  As turbidity interferes with treatment processes, it must be reduced to assure that only safe drinking water enters the system. In addition to allowing time for the turbidity to settle, the City is taking manual actions to accelerate the process so that the water meets this standard as soon as possible.

Next Steps and Timeline

The City is following a strict safety protocol to return the system to full service:

• Settling and Testing: Once the turbidity reaches acceptable levels (expected within the next 1 to 3 days), bacteriological sampling will be conducted to verify that the water in the clearwell meets Canadian Drinking Water Guidelines.
• Returning to Normal Operations: Following verification that the clearwell water meets Canadian Drinking Water Guidelines, the Water Treatment Plant will be brought back online and start serving water into the system.
• System Turnover: After the Water Treatment Plant is back in service, the existing water in the system must fully turn over, before the Water Quality Advisory is lifted, which will take several days.

Lifting the Advisory

A firm date for the removal of the advisory will be issued once the plant is online and the water turnover rate is confirmed.  It is anticipated that the date for the removal of the advisory will be between March 11 and 13, 2026.

Enderby, BC - The City of Enderby is pleased to announce that construction of the City’s new Lower Reservoir is complete and the facility has now been brought fully into service.

The Lower Reservoir is one of two reservoirs that support Enderby’s drinking water and fire protection system, which provides service to the City of Enderby as well as a number of Splatsin and Electoral Area “F” consumers. The former reservoir was replaced after a routine inspection identified a significant structural failure related to age and condition.

The new reservoir has been constructed as a modern, two-cell facility that meets current health, safety, and engineering standards for drinking water infrastructure. In addition to improving system reliability, the reservoir has been sized to accommodate future community growth and has created an opportunity to enhance available fire flows throughout the system.

Prior to being placed into service, the reservoir successfully met all health authority requirements related to structures that store drinking water. The facility’s instrumentation and controls have been tested and integrated into the City’s overall water system to ensure reliable operation and monitoring.

Mayor Huck Galbraith welcomed the completion of the project, noting its importance to the community:

This project is a major investment in the health and safety of our community. Completing the new Lower Reservoir gives us confidence that our drinking water system is reliable, resilient, and ready to support both existing residents and future growth. I’m very proud of the work that’s been done and grateful to the team who worked together to deliver this essential piece of infrastructure for Enderby.

The replacement of the Lower Reservoir was funded through a combination of grant funding from the provincial Growing Communities fund and the City of Enderby’s asset management reserves, reflecting the City’s long-term approach to maintaining and renewing critical infrastructure.

With the new reservoir now fully online and system capacity restored, the City of Enderby is also pleased to announce that Stage 2 watering restrictions have been lifted, effective immediately.

The City of Enderby intends to adopt "Water Treatment Plant Upgrade Loan Authorization Bylaw No. 1818, 2025" which authorizes the borrowing of up to $4.1 million to finance a portion of the costs for upgrades to the water treatment plant that will be repaid over a period not to exceed thirty years.

In order to proceed with the adoption of the bylaw, the City is seeking elector approval through the Alternative Approval Process.

Council proposes to adopt Bylaw No. 1818 unless, by 4:30 p.m. on Tuesday September 2, 2025, at least 10% of the electors in the City of Enderby sign an elector response form opposing the adoption of the bylaw unless Council holds a vote. If you are not opposed to the adoption of the bylaw, you need do nothing.

The number of elector responses required to prevent the adoption of the bylaw unless a vote is held is estimated to be 238.

Beginning May 1, 2025, all properties connected to the City of Enderby drinking water system must follow Stage 2 water restrictions.

Stage 2 water restrictions are required due to the reconstruction of Reservoir #1, which has reduced water storage capacity in the system.

Stage 2 requires you to do some things differently so that there is enough water to meet community needs.

Stage 2 And How It Affects You

You may water your lawn two days per week for a maximum of two hours per day, between 6am-9am and 6pm-9pm.

If you have an odd-numbered civic address, you may water on Tuesday and Saturday. If you have an even-numbered civic address, you may water on Wednesday and Sunday.

The same also applies to underground irrigation, except that it must occur between 12am-6am. Remember to change the settings on your irrigation controller!

Additional watering days are provided for drip irrigation and hand watering of lawns, landscaping, plants, trees, shrubs and flowers, as well as watering that is related to food security.

Why are we in Stage 2?

The City of Enderby drinking water system normally operates with two reservoirs that store water for domestic and emergency use.

The oldest of the reservoirs is being rebuilt. While construction is occurring, the entire community is reliant upon a single reservoir for domestic and emergency use. This requires all of us to save water so that there is enough available for community needs.

Reservoir construction is expected to be completed in mid-December, 2025.

A power outage during the afternoon of October 20, 2024 has impacted ultraviolet treatment at the City of Enderby Water Treatment Plant.  As technicians work to repair this issue, drinking water will only receive filtration and chlorine disinfection, but not the second ultraviolet disinfection barrier.

The City of Enderby issued the Water Quality Advisory as a precaution associated with planned distribution system testing.  The system testing is necessary to prepare for the reconstruction of its lower reservoir.

Based on the outcomes of the test that necessitated the Water Quality Advisory, the length of time that it will take for water in the system to return to its typical quality is less than anticipated.  Residents may notice City Public Works crew flushing water from hydrants over the next several days in order to improve the water turnover rate in the system.

During system testing, different scenarios are being performed to verify that the system functions as expected while the lower reservoir is offline.  This will help ensure that the system is resilient during challenging scenarios, which is important for public health and safety.  One of the scenarios involves sending water from the secondary well source directly to the reservoir, rather than through the Water Treatment Plant distribution pumps.  While well water will receive chlorine disinfection at its source, because it does not flow through the Water Treatment Plant, it will not receive its second disinfection barrier, ultraviolet treatment.  The actual test scenario will last for less than 1 day, but it will take several days for the water to make its way through the distribution system.
