<p>In support of our local restaurants and their patrons, every day from April 6 through April 19, Enderby City Council and senior staff will buy one lucky randomly-drawn customer their lunch (or breakfast or dinner - or even that beloved snack-dulgence) at a local restaurant!</p>

<p>All that you need to do is drop your receipt through the mail slot at City Hall *the same day* as your purchase (be sure to write your name and contact on the back) or take a photo of your receipt at a restaurant that day (breakfast, lunch, dinner, or a snack is fine) and include it in a reply under that day’s contest post at OurEnderby on Facebook.</p>

<p>One lucky winner will be drawn each day based on the prior day’s entries.  The first draw will occur on Wednesday, April 7.  There will be three draws on Mondays to cover the preceding three days.  You can enter multiple times in a single day, so if you are supporting a local restaurant for breakfast, lunch, and dinner, you would have three receipts - and three chances to win!</p>

<p>Two of these initiatives are temporarily allowing businesses to advertise for up to two weeks on the community digital billboard, and temporarily allowing restaurants and retail stores not located along the highway to place a sandwich board on the sidewalk of the Highway 97A corridor! </p>

With a total building value of $10,804,260, Enderby is hopping with new activity to the tune of a 228% increase over 2016 values.

“The building boom is great to see.  I think that what excites me most is that we are seeing development across a spectrum of housing options,” said Enderby Mayor Greg McCune.  “As housing prices increase, it becomes more important that we see our housing spectrum diversify.  We are seeing seniors’ supportive housing, manufactured and modular housing, condominiums, and single family homes all developing at the same time.  That says a lot of great things about our community as a desirable place to live.”

<a href="https://www.cityofenderby.com/wp-content/uploads/2018/01/Memorial-Terrace-Construction-01.jpg"><img src="https://www.cityofenderby.com/wp-content/uploads/2018/01/Memorial-Terrace-Construction-01-300x400.jpg" alt="" width="300" height="400" class="alignright size-medium wp-image-7415" /></a>Highlights from the 2017 building report show 40 new residential units created during the year, with several more under construction.  This is a sharp uptick from the 5 new residential units created in 2016.  Many of the new residential units are related to the second phase of Memorial Terrace, a supportive housing complex for seniors that is being built by BC Housing.

“Building activity is hot throughout the region, and it’s great to see Enderby get a piece of it,” remarked McCune.  “While politicians may not be able to sway the larger trends, we have worked very hard at our level to trim our turn-around times for planning applications and open up our land use bylaws to permit more diversity in housing options.  This has included coming up with a lower-intensity multi-family zone that will be less likely to affect the character of existing neighbourhoods and permitting detached suites like carriage houses.  All of this goes toward promoting attainable housing, which is especially important for our young families and seniors.”

While 2017 was a banner year marked by some very large projects, McCune is optimistic about the activity continuing.  “Will every year be as big as 2017?  Probably not.  The important thing is that we have the right fundamentals in place, so that when the big projects come along, we are ready.  Those efforts paid off, and I am thrilled to see so many people investing in our community.”

“We were thrilled to be invited by the Province to share a small community perspective on the benefits of ride-sharing,” said Councillor Brian Schreiner, who was the lead presenter.

The teleconference presentation provided an opportunity for Committee members to ask questions of Enderby.
 
“I was really impressed by the questions that the Committee asked of us,” said Councillor Schreiner.  “It was obvious that they were very up on the issues and wanted to learn more about our perspective.  I think that it is very important that the conversation is not dominated purely by large urban markets, as there are unique challenges and opportunities in small communities that need to be considered.”

In small communities, public transportation options are often limited.  This makes it difficult for seniors to get to medical appointments, for instance. Small communities have different needs and ridership demands, in part because of the lack of other transportation options.

Mayor Greg McCune observed that ride-sharing could form part of the solution.  “We think that it is critical that the forthcoming Provincial legislation provides flexibility so that ride-sharing has the best shot at being viable in small communities.  There needs to be flexibility so that it is not prohibitive for casual or part-time drivers to participate.”

Councillor Schreiner stated that “ride-sharing is about putting one more transportation option on the table.  That needs to be done in a way that is safe, reliable, and fair, but also attainable in the small community context.”

“Our argument was pretty simple,” continued Mayor McCune.  “In small communities where there is less access to services, there is the greatest need for transportation options.  However, these same small markets are less likely to attract alternative transportation options under an onerous regulatory regime.  So let’s ensure that the conversation, and the eventual regulation, provides a way for communities both large and small to benefit from ride-sharing in a way that is equitable.”

In 2017, the City of Enderby put forth a resolution urging the Government of BC to adopt a flexible ride-sharing regulation with attention given to solving passenger transportation challenges unique to small, rural, and remote communities.  The resolution was endorsed by the Southern Interior Local Government Association and the Union of British Columbia Municipalities.

Phase 1 construction extended on Cliff Avenue from Highway 97A (George Street) to Vernon Street.  Phase 2 construction, which extends on Cliff Avenue from Vernon Street to the Bawtree Bridge, commences in September.

They did this to learn more about local businesses through face-to-face interviews and to identify opportunities for further supporting community economic development. The <a href="http://www.bceda.ca/" target="_blank" rel="noopener">British Columbia Economic Development Association</a> has identified Business Walks as a key way to support business retention and expansion.

"We wanted to meet with local businesses in order to understand the issues and barriers that they may be facing. It was great to have Community Futures, the Chamber of Commerce, and the Ministry of Jobs take part as it allowed us to directly connect our local businesses with a variety of available resources, services, and information," said Mayor Greg McCune.

A survey was conducted with each business. This allowed the City of Enderby to collect key information about community economic trends, opportunities, and threats. This information will be shared with the Province of British Columbia to help develop business support programs.

"Business retention and expansion is a high priority for our community, so it's really important that we bring together community partners such as Community Futures, the Chamber of Commerce, and the Ministry of Jobs to identify what we can do to help our local businesses thrive," explained Mayor Greg McCune.

A summary report of business feedback will be presented to Council at a later date along with a list of proposed action items for implementation.

Business Walks involves a partnership facilitated by the economic development group within the local area.

"Walkers" (teams of leaders made up from the partners) walk from business to business asking a few conversationally structured questions that capture the pulse of the business community. Over a few short hours large portions of the community are covered.

The Business Walk program offers an excellent opportunity to listen to the local business community, identifying common themes for action while bringing together educational resources, municipal services and representatives of the business community for specific action plans. The Business Walks program allows visitation to numerous businesses in a short amount of time in order to gather industry intelligence to foster business growth.

					<description><![CDATA[<p><img width="672" height="372" src="https://www.cityofenderby.com/wp-content/uploads/2014/09/City-Hall-672x372.jpg" class="attachment-post-thumbnail size-post-thumbnail wp-post-image" alt="" decoding="async" /></p>It did not take local business long to start saving time and money as a result of Enderby’s new <a href="http://www.cityofenderby.com/bylaw-1549-2014-official-community-plan/" title="Bylaw No. 1549, 2014 – Official Community Plan">Official Community Plan</a>, which was adopted by Enderby City Council on September 2, 2014.

By finding ways to reduce red tape, the new Official Community Plan streamlines regulations and makes it easier to do business in Enderby. One of the most important ways in which the Official Community Plan reduces red tape is by removing Development Permit Areas for commercial and industrial development.  This initiative came from a broad set of community recommendations arising from the <a href="http://www.cityofenderby.com/integrated-community-sustainability-plan-icsp-overview/" title="Integrated Community Sustainability Plan (ICSP) Overview">Integrated Community Sustainability Plan</a> process that the City of Enderby completed in 2013.

“Following the adoption of the Official Community Plan, we had a business owner come in looking to expand his business,” said Kurt Inglis, Planning Assistant.  “As a result of eliminating the Development Permit Area, he saved four to six weeks in time, $330 in application fees, and hundreds of dollars related to the development of site, landscape, and design plans.”

The actual content of the Development Permit Areas remains in place, but it has been reassigned to other guidelines or bylaws that offer a more efficient regulatory context.  By matching the end objective to the most efficient process, regulatory requirements continue to serve their purpose, but within a streamlined environment that encourages business investment and new development.

“Streamlined regulation, coupled with our <a href="https://www.cityofenderby.com/city-hall/development-planning-building/" title="Development, Planning, and Building">case managed approach to development</a>, will help to support business expansion within our community while working to attract new business,” explains Mayor Howie Cyr. “I am thrilled to see the extensive public input from the Integrated Community Sustainability Plan result in tangible benefits for our community.”

"By aligning our Official Community Plan with the outcomes of the ICSP process, we are ensuring that the values and priorities of Enderby residents are directly embedded within our policy framework," notes Mayor Cyr.
