This phase will complete the construction of Cliff Avenue from the Vernon Street intersection to the Bawtree Bridge.

Construction will occur from September 6 to approximately November 11.  Works will generally occur Monday to Friday from 7am to 5:30pm, although there may be times when longer hours or Saturday work is required.

During Phase 2 construction, there will be single-lane alternating traffic and no parking within the limits of the works.  Two-lane traffic will be provided outside of the limits of the works.  During certain activities, detours will be marked.

This exciting project will replace critical underground infrastructure and create a new streetscape that will promote social and economic growth. The general contractor for the Cliff Avenue renewal is Mounce Construction Ltd.  During construction, dedicated pedestrian walkways will be available within the limits of the works.  The City provides free parking throughout the downtown core, including nearby parking lots on Mill Avenue, Russell Avenue, and Maud Street.

However, the feature items haven't even been installed yet! Those - street lights and the gateway piers - are slated to go in next week. I've seen the piers already, and let me assure you, they are mindblowing! We can't wait to share these final touches with you, as they will bring the whole concept together.

People are getting excited about what is coming next with the Cliff Avenue renewal, including the adjacent businesses.  We have had more than a few inquiries from businesses about colour schemes that they could apply to their exteriors to join in on the beautification.  So we talked with the architects who designed the streetscape, and they came up with a great palette and application that the City is recommending.

Key things to keep in mind:

<ul>
	<li>The street will have a modern design that uses a cool colour palette.  You can compliment this by choosing a warm colour palette.</li>
	<li>Create a high contrast by choosing a dark main theme and light accents/trim, or vice versa.</li>
	<li>Avoid painting over brick or wood - these have a lot of value already!  The paint colours are designed to enhance these materials.  Use other techniques to revitalize brick or wood.</li>
	<li>Emphasize the most distinctive architectural features of your building.</li>
	<li>Fun colours will allow your building to "pop out" from the concrete sidewalk and make your building a one-of-a-kind – variety creates a unique sense of place that pedestrians will remember.</li>

"I am pleased that the borrowing may proceed as planned," said Enderby Mayor Greg McCune.  "As a Council, we selected a funding strategy for Cliff Avenue that balanced many priorities, including keeping taxes as low as possible.  I am excited that we are able to do a project of this magnitude while keeping our overall tax increase to 0.69% for 2016, which is among the lowest increases in the province."

Below are some facts to clarify why this project is proceeding and why we are seeking your consent to borrow.

<strong>Why use the Alternate Approval Process rather than a Referendum?</strong>

An Alternate Approval Process only measures the strength of opposition to borrowing.  A Referendum measures the strength of support and opposition to borrowing.  Each is useful in different circumstances.

When a project involves replacement of necessary infrastructure, such as roads, water, and sewer, the Alternate Approval Process is a more cost-effective way to obtain consent to borrow funds, as the project needs to proceed.

When the project involves unnecessary (but still important) infrastructure, such as recreational amenities, a referendum is a more appropriate method for gauging both support and opposition.

<strong>Was it truly “necessary” to proceed with Cliff Avenue?</strong>

Cliff Avenue is at the end of its life.  The road was described in a geotechnical report as being in “poor to very poor condition.”  The sidewalks are heaving and present tripping hazards.  The road curbs no longer drain properly.  The water lines are at or beyond the end of life.

The water lines are also among the most critical infrastructure in town, as they transport water from the treatment plant to the reservoirs, which is needed for storage and fire flows.  In the long run, it is more cost effective to replace infrastructure proactively rather than reactively.  This is increasingly so for critical infrastructure.

Waiting until critical infrastructure fails is significantly more costly and negatively affects residents and businesses to a greater degree - there is a higher impact from loss of service, a greater disruption to economic activity, more risk exposure if a loss of service occurs during an emergency, and costs more to repair.  Unplanned spot repairs cost considerably more per linear meter than a planned replacement and do not eliminate the need to replace the infrastructure at the end of its life.

<strong>I heard that the road was not yet at the point of failure.  Is this true?</strong>

Cliff Avenue is in a dilapidated condition and it is either failing or nearing the point of failure (it varies from section to section).  When Council first began looking at the project, it was relying upon a cursory surface analysis performed in September 2015.  This was used to provide some general insight into several different projects so that Council could weigh its priorities.  The memo to Council stated that, following Council’s direction, “Staff can begin to identify options within the chosen scope and work towards assessing condition and consistency with known infrastructure needs...”

At that time, when Council first considered the project, there was some hope that the road base could be re-used.  However, the geotechnical analysis revealed that the road base was in “poor to very poor” condition and required replacement; not replacing the road base would be akin to throwing good money after bad.  The age of the water lines were such that they should be replaced.

<strong>I have heard that the City has enough money in surplus and reserve funds to completely finance this project without requiring borrowing or raising taxes significantly.  I heard that there was a report to Council stating that taxes would only need to be raised "approximately 0.5% to make up for lost interest revenue on the use of surplus funds."  Is this true?</strong>

This statement does not accurately describe what was said in the report that Council received.  It quotes a sentence fragment out of its proper context.  The full context, from the memo, is as follows:

[su_quote cite="Chief Financial Officer for the City of Enderby"]The project could be completely funded through the use of reserves, CWF [Community Works Fund] and surplus.  This option would fully deplete our reserves and the CWF.  Future capital projects would need to be put on hold for several years in order to allow our reserves to build up or otherwise borrow for those projects in its entirety.  This option would result in an approximate 0.5% tax increase to make up for the lost interest revenue on the use of surplus funds.  The City also relies on its surplus to fund operating costs each year until property taxes are collected in July.  The use of surplus funds could result in the need for revenue anticipation borrowing which would also impact the tax base.[/su_quote]

This was one of 5 funding options considered by Council.  It was not the preferred option, for the reasons mentioned above.

Council ultimately chose an option which would protect the City financially and ensure that it was positioned to avoid debt servicing and higher administrative costs associated with revenue anticipation borrowing while also having available adequate funds to put towards the future, including Provincial or Federal Government grant opportunities.

Any significant Provincial and Federal Government grant opportunity expects a local contribution.  If that local contribution requires borrowing, the grant application will be ranked lower as it is not a “sure thing.”

<strong>There are a lot of other beautification projects in the community that people have been asking for but never any budget for.  For example: the Barnes Park upgrades, Kid’s Spray Park, Ball Field upgrades and River Walk lighting and expansion.  Why is Cliff Avenue getting all of the focus?</strong>

These projects are at varying stages of implementation.  Many of these projects – and the decision-making to proceed - are only partially within the control of Council, although it is working to advance each of them.  All of the above projects draw on different funds than those which are being used for Cliff Avenue.

<ul>
 	<li>A Barnes Park concept plan was completed last year and the first result of that – green gym equipment – was installed this spring.</li>
 	<li>A spray park or other water-based recreational amenity for young children is supported and money is being reserved by the Enderby &amp; District Services Commission for that purpose.</li>
 	<li>A plan for expanding and lighting the River Walk has been completed, which will be used to seek grant funding.</li>
 	<li>Potential improvements to the ball diamonds are being discussed and staff have encouraged the user groups to identify and prioritize their desired improvements so that these items may be injected into the capital planning process.  In the meantime, improvements to Diamond 3 will occur very soon.</li>
</ul>

There are also many other initiatives being moved forward by Council.  Local government consists of a diverse group of stakeholders and must balance many competing priorities and timelines at any given time.

The fact that one project occurs before another does not necessarily delay or take money away from the other.

<strong>There was a lack of public consultation around this project.  There has been no end of community planning and sustainability boards over the past number of years and nowhere was a plan or theme for Cliff Avenue discussed or planned for.</strong>

This is inaccurate.  Both recent planning/sustainability public consultation initiatives – the Enderby &amp; District Vitalization initiative and the Enderby Integrated Community Sustainability Planning process – highlighted the need to invest in the downtown, including Cliff Avenue.  This feedback is reflected in its design.  A variety of themes were identified, including paddlewheelers, Splatsin art, nature, and heritage.  It was ultimately determined that “The River” is the common thread running through all of those suggestions and could provide a coherent, flexible theme.

Below is a select summary of comments and suggestions made by the public during public consultation sessions, which are either directly or indirectly connected with the renewal of Cliff Avenue:

Council’s decision making has been transparent, in open meetings which anybody could attend (and ask questions during the public question period) in front of the media (who reported on the development of the project regularly).

This included the following meetings:

 	<li>November 2, 2015 public meeting – Council reviews preliminary layout options with engineer and architect.</li>
 	<li>December 7, 2015 public meeting – Council considers concept design and funding.</li>
 	<li>January 26, 2016 Open House – Council presented the concept design and heard feedback from the public, which was incorporated into the detailed design.</li>
 	<li>February 1, 2016 public meeting – Council considers loan authorization bylaw.</li>
 	<li>March 23, 2016 public meeting – Council awards construction contract following tender close.</li>
</ol>
This is in addition to the consultation that individual Councillors and the Mayor did with the public and businesses as part of their regular activities.

<strong>The Federal Government has been talking about infrastructure funding.  Should City Council have waited for higher levels of government to help fund the project?  Our new Prime Minister is promising infrastructure grants that will be available over the next number of years.</strong>

Enderby has a significant infrastructure deficit and a backlog of projects for which it will be pursuing grant funding once it becomes available.

The fact that Federal Government grant funding was unavailable at the time that the project was put in motion does not mean that the City will not be pursuing grant funding for many other projects – some of which are much more likely to be successful at receiving such funding.

The Federal Government typically gives out grants only for specific purposes.  Early indications are that the federal funding will focus on major transit infrastructure, which means that the funds will likely flow towards large urban centres.

Grant funding is wonderful when it occurs, but it tends to be the exception to the rule and should not be relied upon, as it will not provide the ongoing funds needed to provide good stewardship of the public’s assets.  In the absence of that good stewardship, operating and maintenance (O&amp;M) costs will continue to increase, which places the City’s finances and its asset management practices on a downward spiral.  Ignoring the infrastructure deficit costs more in the long run.

<strong>Should City Council have waited for the Ministry of Highways’ long-term plan for the highway through Enderby before committing to a project that may require significant modification if Highway 97A through town moves closer to the bridge?</strong>

The new design for Cliff Avenue was developed with the understanding that there may be a realignment of Highway 97A in the future.  While it is not known if or when this may occur, nor what the actual alignment may be, the potential that it would intersect with Cliff Avenue was considered at the outset.

A similar approach was taken when looking at the Vernon Street re-build, which is nearly complete.  Enderby cannot sterilize itself against all uncertainties, but it is taking prudent steps to ensure that the design minimizes conflict with any future change to Highway 97A.

The Alternate Approval Process is an opportunity for electors to disagree with whether the City should borrow to fund a portion of the project.  It is not a vote on the project itself.  Should the Alternate Approval Process fail, the revitalization of Cliff Avenue will be funded through other means which may have a larger impact upon the taxpayer.

That increase includes the Cliff Avenue borrowing costs.</strong>[/su_pullquote]"Every time that we plan the financial component of a major project, the City weighs a lot of different factors in determining its approach.  This involves things like current and future reserve levels, cash flows, borrowing costs, and other commitments such as the contributions needed to leverage future grant opportunities offered by the Provincial and Federal Governments" said the City’s Chief Financial Officer, Jennifer Bellamy.  "We always look towards finding a reasonable approach that will protect the City’s financial health while moderating tax increases."

The vision for the Cliff Avenue renewal is one of creating a sustainable, well-lit, walkable, and beautiful main street.  Uneven sidewalks, dysfunctional road gutters, and unhealthy trees will be replaced.  A new plaza, backlit pier gateway structures, and new seating opportunities will go in.  The result will be a bright, attractive street that creates new opportunities for business and for the community.

It is also a necessary project, as much of the infrastructure on Cliff Avenue is at the end of its lifecycle.  Less than 10% of the project cost is dedicated towards beautification. The remainder goes toward replacing necessary infrastructure.  This includes replacing two of the most critical water mains in the City, which transport water from the treatment plant to the reservoirs and provide critical fire storage capacity.

"As a Council, we went through unprecedented scrutiny of this project in terms of funding and design.  We were voted in to create positive change in Enderby while being good stewards of the City’s assets and finances," noted McCune.

We are doing more with less this year – much more.  At the same time, we have found ways to reduce water rates for smaller water consumers by up to $19.50 and for larger water consumers by up to $40. Phase 1 construction will extend on Cliff Avenue from Highway 97A (George Street) to Vernon Street.  Phase 2 construction, which extends on Cliff Avenue from Vernon Street to the Bawtree Bridge, will commence in September.

The Corporation of the City of Enderby intends to proceed with the adoption of the Upgrades to Cliff Avenue Loan Authorization Bylaw No. 1590, 2016 which authorizes the borrowing of up to $467,000 for a twenty year period for the purpose of financing the cost for upgrades to Cliff Avenue east of Highway 97A. The overall project cost is $1,895,000 of which $467,000 is to be funded through borrowing and $1,428,000 is to be funded through a combination of reserves and current taxation/user fees.

The City is proposing to borrow $467,000 over a twenty year period so that the annual cost will be less for the rate payers. The annual cost of borrowing will be $9.55 per $100,000 of assessed value to a residential taxpayer (or $17.85 per $100,000 of assessed value for a business taxpayer).  The average residential assessment is $217,120. Accordingly the cost for an average assessed residence will be $20.10 over twenty years.

Council may adopt Bylaw No. 1590, 2016 only if it does not receive elector responses against the bylaw signed by at least 10% of the electors of the City of Enderby. Under section 86 of the Community Charter, the number of electors who must sign the alternative approval process elector response form against the bylaw in order to prevent Council from adopting the bylaw is 238. If you are not opposed to the adoption of the proposed bylaw, you need do nothing. If elector approval is not obtained, alternate funding will be sought which may include an increase to taxation.

Elector response forms will only be accepted if they are in the form established by the Council.  The deadline for submitting the signed Elector Response Forms opposing the bylaw is 4:30 pm on Monday April 25, 2016. The only persons entitled to sign the forms are the electors of the City of Enderby.

The Cliff Avenue renewal will feature materials and furnishings that celebrate the importance of the Shuswap River to Enderby. Enhanced traffic and pedestrian safety are prioritized with a raised intersection at Cliff and Belvedere that doubles as a public plaza, unique seating, rain gardens and street trees, and distinctive pier-themed gateway structures which will enhance the visibility of Cliff Avenue as a destination and a gathering place. The new streetscape will support cultural and social events while creating a beautiful and vibrant streetscape that will help to enhance economic activity.

During the renewal of Cliff Avenue, critical infrastructure that is at the end of its lifecycle will also be replaced. This will include the road structure and sidewalks, the City’s main water distribution lines which serve water to its reservoirs for storage, and drainage.

The open house will be hosted at Enderby City Hall in Council Chambers on January 26, from 4 to 6 pm.

"Cliff Avenue is an important part of our downtown and is also the gateway to Mabel Lake," said Mayor Greg McCune.  "As our infrastructure on this street is at the end of its lifecycle, we knew that this was our year to take a bold step forward.  Council has worked hard in cooperation with City staff, engineers, and architects to come up with a design that beautifies our downtown.  The design represents the core values which make Enderby great while also being mindful of costs.  The renewal of Cliff Avenue will draw highway traffic into town and attract tourists from Barnes Park and Mabel Lake into our retail sector."
